Kept your green shore, replaced the blue circle with a yellow triangle. Calling the place 'Morning Harbor'. The triangle is the first sunlight reaching the water, rather than a mountain.

'Quiet Harbor': a blue circle above a green stripe. Circle for a sheltered place to stop, stripe for the shore. Tried adding more, then remembered the two-shape limit and rubbed it out.

Little waves. But the stripe can stand for the shore without them, and the flag's easier to remember this way.
